Request for Proposals The State of Connecticut, Department of Economic and Community Development (DECD), is seeking one or more not-for-profit housing and/or community development agencies to implement a demonstration Wooden Window Repair or Replacement Program, as established by CGS, Section 8-37ww (as amended), to be operated in two Connecticut municipalities. A copy of the statute is attached to this Request for Proposals. This is a demonstration program, which will target two municipalities to promote energy efficiency and environmentally safe housing by providing matching grants to owners of eligible buildings to repair or replace wooden windows in such buildings. At least one of these municipalities must have a population of one hundred thousand or more. Program requirements:
