Patent data are an outstanding resource for the study of technical change. Alongside other science and technology (S&T) indicators such as R&D expenditure and personnel or innovation-survey data, patent data provide a uniquely detailed source of information on inventive activity and the multiple dimensions of the inventive process (e.g. geographical location, technical and institutional origin, individuals and networks). Furthermore, patent data form a consistent basis for comparisons across time and across countries. Yet such data are complex, and patent-based indicators must be designed and interpreted carefully. Since the publication of the first OECD manual on patents in 1994 (The Measurement of Scientific and Technological Activities: Using Patent Data as Science and Technology Indicators), significant progress has been made both in data provision and statistical analysis based on patent data. ... Working Paper ...The case against patents can be summarized briefly: there is no empirical evidence that they serve to increase innovation and productivity, unless the latter is identified with the number of patents awarded – which, as evidence shows, has no correlation with measured productivity. This is at the root of the “patent puzzle”: in spite of the enormeous increase in the number of patents and in the strength of their legal protection we have neither seen a dramatic acceleration in the rate of technological progress nor a major increase in the levels of R&D expenditure – in addition to the discussion in this paper, see Lerner [2009] and literature therein. As we shall see, there is strong evidence, instead, that patents have many negative consequences. Both of these observations, the evidence in support of which has grown steadily over time, are consistent with theories of innovation that emphasize competition and first-mover advantage as the main drivers of innovation and directly contradict “Schumpeterian” theories postulating that government granted monopolies are crucial in order to provide incentives for innovation. The differing predictive and explanatory powers of the two alternative classes of models persist when attention is shifted to the historical evidence on the life-cycle of industries....

The six empowerment zones that we visited have reported on their implementation of a variety of planned activities in the areas of economic development, housing, public safety, health care, public transportation, education, and family self-sufficiency. While the mix of activities varies among the zones, economic development activities generally account for the largest portion of their planned expenditures. The six zones reported that they are making progress in implementing their economic development activities (creating jobs, training workers, and providing access to capital); however, the extent of their progress varies. Four of the zones—Baltimore, the Kentucky Highlands, New York, and the Rio Grande Valley—have initiated or completed many of their economic development activities. The two remaining zones—Atlanta and the Mississippi Mid-Delta—have established organizations, called one-stop capital shops, that provide comprehensive technical and financial assistance in a single location to small businesses. A large, impersonal, uptight, mainstream, and possibly racist corporation versus a proletarian underdog whose deeply personal mode of self-expression is also the literal embodiment of the soul of a subject people. Milquetoast versus multiculturalism; bureaucracy versus braids: we know what side we’re on. But isn’t the argument as the plaintiff Rene Rogers advanced it at least disquieting? Corn rows are “the cultural and historical essence of Black American women”? The theory of racial discrimination and civil rights underlying Rogers’s claim raises tough questions for anti-discrimination law. Leaving aside the volumes of critique of racial essentialism as a conceptual matter, I would maintain that the claim of historicism is questionable as a matter of fact: Rogers’s own...It bears noting that we'd also need a definition of “cornrows” or a list of protected hairstyles in order evaluate the implications of Rogers's claim. Not being familiar with regulations may cost a student, their advisor, and the department time and money. Advice about other aspects of graduate study is included in the last section of this manual. In Section XII, there is a checklist of important events and deadlines in the progression toward your degree. We suggest that students examine this list and carefully plan their activities as soon as possible. Some changes may be in order as time goes by, but this outline will serve as a good reminder and can be used by the Advisory Committee in a yearly evaluation of each student's progress. Careful planning assists with coordinating funding sources and teaching assistanship activities; thus you are strongly advised to continue planning and requesting input throughout your program.
